What Does The BMW P1628 Code Mean?

Engine started, and the battery voltage is greater than 7 volts, this fault is only diagnosed during the throttle valve’s adaptation phase. DVE fails to close from emergency air position. Vehicle speed is zero, throttle pedal is less than 14.9 percent.
