What Does The Saab P1264 Code Mean?

Engine running. Throttle position exceeds the maximum permissible with pedal released.

Open and close the flap valve by hand.
The flap valve should not bind in any position.
The spring should return the flap valve to the stop screw.
No external objects, hoses, cables, etc. must obstruct the movement of the throttle
